On July 20th, 2012 the Chillicothe Police Department served two search warrants in the Sherman Park Apartment Complex.
The search warrants were served simultaneously. One warrant was at 404 Sherman Park. Located inside this apartment were Daniel Bothman and Sierra Dills. Evidence of heroin abuse and heroin trafficking was discovered in the apartment. Both Sierra Dills and Daniel Bothman were arrested and charged with Possession of Drug Abuse Instruments.
The second search warrant was served at 1104 Sherman Park. Located inside the residence were Amy Holdren and Timothy Kerry. Amy Holdren’s six year old son was also in the residence. Evidence of heroin abuse and trafficking were also found in the apartment as well as marijuana. Amy Holdren was arrested and charged with Possession of Drug Abuse Instruments and Child Endangerment. Timothy Kerry was arrested and charged with Possession of Drug Abuse Instruments. Ross County Children’s Services was called and the child was released to a relative.
Evidence seized will be sent to BCI&I for testing and additional charges will be presented to the Ross County Grand Jury.
On June 20th, 2012 detectives from the Chillicothe Police Department and the Chillicothe Police Department’s Special Response Team served at search warrant at 367 E. Water St.
During the search of the residence over ten grams of heroin, percocet, and cash were seized.
Numerous subjects were located in the residence. The following subjects were arrested and incarcerated in the Ross County Jail:
1. Constance Blocker (the resident) charged with Permitting Drug Abuse
2. Terrance “T. C.” Collins from Columbus Ohio was charged with Possession of Heroin
3. Robert Darks from Columbus Ohio was charged with Possession of Heroin.
4. Ginger Gonz from Chillicothe, Ohio was charged with Aggravated Possession of Drugs
5. Carmen McCoy from Columbus Ohio was charged with Aggravated Possession of Drugs and Tampering with Evidence.
The search warrant was a result of citizen complaints and information that the police department received in reference to Terrance Collins and Robert Darks bringing drugs from Columbus to Chillicothe to distribute. Both subjects have extensive criminal histories which include both drug offense convictions and weapons convictions.
On May 23rd, 2012 ,near midnight, the Chillicothe Police Department’s Special Response Team served a search warrant at 265 Clay St. apartment 3. Detectives located heroin, marijuana and drug paraphernalia on the person of Joe D. Spencer and inside the residence. Spencer was arrested and taken to the Ross County Jail on charges of possession of heroin. Evidence seized will be sent to the crime lab at BCI&I and the case will be sent to the Ross County Prosecutor’s Office.

CHILLICOTHE POLICE DEPARTMENT
On March 15th at approx. 4:30pm the Chillicothe Police Department’s Special Response Team executed a search warrant at 715 E. 4th St.
During the search of the residence detectives located heroin and drug paraphernalia.
The residents, Adam Koch and Kimberly Carroll, were both arrested and incarcerated in the Ross Co. Jail. Koch was charged with permitting drug abuse and Kimberly Carroll was charged with possession of heroin.
A third subject in the residence, Larry Bostwick, was also arrested on an outstanding warrant charging him with assault.
A traffic stop was also conducted on a vehicle leaving the residence and the two people in the vehicle, Larry Davis Jr., and Amanda Miller were both arrested on outstanding warrants. Larry Davis Jr.’s warrants were for criminal trespass, theft and community control violations. Amanda Miller’s warrants were for criminal trespass.
On April 27, 2012 during the early morning hours Chillicothe Police Dept. Detectives with assistance from the special response team served search warrants on two apartments at 49 ½ S. Hickory St. Detectives found heroin, marijuana, drug paraphernalia and cash. The following individuals were arrested:
On April 20th, 2012 at approx. 6am Detectives with the Chillicothe Police Department along with the Special Response Team served a search warrant at 250 W. Water St. Apartment #4. Seized during the search of the apartment was heroin, marijuana, drug paraphernalia and cash. Arrested was Joshua W. Ballard who was charged with possession of heroin and obstructing official business. He was also served with a warrant out of Ross Co. common pleas court for failure to appear on two separate felony drug charges and a misdemeanor warrant out of Chillicothe Municipal Court charging failure to appear on a driving under suspension charge. Evidence will be sent to the crime lab at BCI&I and additional charges will be presented to the Ross County Grand Jury.

On April 18, 2012 at approx. 1:30pm Detectives from the Chillicothe Police Department went to 730 E. Water St. in response to complaints of possible drug activity taking place there. Detectives contacted the resident, Ervin Howard Jr., who gave them consent to search his residence for illegal drugs. Detectives observed grow lights in the basement of the house and could smell a strong odor of marijuana coming from the garage. Mr. Howard at that time requested that Detectives stop searching his property. Mr. Howard was then detained on the front porch of the residence while the Detectives obtained a search warrant. While waiting for the warrant Mr. Howard ran inside the house with Officers in pursuit refusing to listen to orders. He ran into the kitchen where he attempted to reach for a basket. He was then taken to the floor and secured in handcuffs after resisting arrest. After the warrant was obtained and signed by the judge Officers located cocaine inside the basket that Mr. Howard was attempting to grab. In a basement room under the garage Detectives located a very sophisticated marijuana grow operation. There were a total of 52 marijuana plants seized with an estimated street value of $52,000 and an estimated $8,000 worth of equipment used to grow the marijuana.
Mr. Howard was taken to the Ross County Jail where he was held on charges of possession of cocaine, obstructing official business and resisting arrest. Evidence will be sent to BCI&I and additional charges will be filed by the Ross County Prosecutor’s Office.
On April, 13th 2012 the Chillicothe Police Department executed a search warrant at 705 Lincoln Park. During the raid detectives located crack cocaine and the resident, Raymond “Pookie” Simmons, was arrested and charged with Possession of Cocaine.
A second search warrant was served at 386 S. Locust St. During the execution of this search warrant pills and cocaine were found. Robert Rapp was arrested and charged with Aggravated Possession of Drugs. Jeremiah Lewis was found at 386 S. Locust and he was arrested and charged with Possession of Cocaine, Obstructing Official Business, and a warrant from Ross County Juvenile Court.
Detectives also searched the residence of Jeremiah Lewis at 384 Western Ave. and located scales and additional cocaine.
Raymond Simmons is a M/B age 23 with the listed address of 705 Lincoln Park.
Robert Rapp is a M/W age 52 with the listed address of 386 S. Locust St.
Jeremiah Lewis is a M/W age 18 with the listed address of 384 Western Ave.
At 12:00pm on this date, the Chillicothe Police Dept. executed a search warrant at the Internet Cafe at 908 E. Main st. Through an undercover investigation it was found the Internet cafe was being operated as a gambling house.
During the search warrant, more than 80 gaming machines and other electronic devices were removed from the building. Juanita Willis and Normand Owings were charged with operating a gambling house, a 1st degree misdemeanor. The investigation continues into the owner of the equipment.
On January 11th, 2012 Detectives with the Chillicothe Police Department along with members of the Emergency Response Team served a search warrant at the America’s Best Value Inn located at 1135 E. Main St. The search warrant was obtained after detectives conducted an investigation into drug trafficking at this location. The following individuals were detained at the target location,

DOB/07-09-1990 – charged with possession of cocaine – Taken to Ross County Jail
James A. Easley, LKA: 2852 Donnyland Blvd., Columbus
Daniele Nicole Taylor Crum, LKA: 8200 W. Kiousville Rd., London
Victor J. Spencer, LKA: 377 E. 4th St., Chillicothe
Cocaine, Drug paraphernalia and cash were recovered. Evidence will be sent to the crime lab at BCII and additional charges will be presented to the Ross Co. Grand Jury.
