On April 27, 2012 during the early morning hours Chillicothe Police Dept. Detectives with assistance from the special response team served search warrants on two apartments at 49 ½ S. Hickory St. Detectives found heroin, marijuana, drug paraphernalia and cash. The following individuals were arrested:
On April 20th, 2012 at approx. 6am Detectives with the Chillicothe Police Department along with the Special Response Team served a search warrant at 250 W. Water St. Apartment #4. Seized during the search of the apartment was heroin, marijuana, drug paraphernalia and cash. Arrested was Joshua W. Ballard who was charged with possession of heroin and obstructing official business. He was also served with a warrant out of Ross Co. common pleas court for failure to appear on two separate felony drug charges and a misdemeanor warrant out of Chillicothe Municipal Court charging failure to appear on a driving under suspension charge. Evidence will be sent to the crime lab at BCI&I and additional charges will be presented to the Ross County Grand Jury.

On April 18, 2012 at approx. 1:30pm Detectives from the Chillicothe Police Department went to 730 E. Water St. in response to complaints of possible drug activity taking place there. Detectives contacted the resident, Ervin Howard Jr., who gave them consent to search his residence for illegal drugs. Detectives observed grow lights in the basement of the house and could smell a strong odor of marijuana coming from the garage. Mr. Howard at that time requested that Detectives stop searching his property. Mr. Howard was then detained on the front porch of the residence while the Detectives obtained a search warrant. While waiting for the warrant Mr. Howard ran inside the house with Officers in pursuit refusing to listen to orders. He ran into the kitchen where he attempted to reach for a basket. He was then taken to the floor and secured in handcuffs after resisting arrest. After the warrant was obtained and signed by the judge Officers located cocaine inside the basket that Mr. Howard was attempting to grab. In a basement room under the garage Detectives located a very sophisticated marijuana grow operation. There were a total of 52 marijuana plants seized with an estimated street value of $52,000 and an estimated $8,000 worth of equipment used to grow the marijuana.
Mr. Howard was taken to the Ross County Jail where he was held on charges of possession of cocaine, obstructing official business and resisting arrest. Evidence will be sent to BCI&I and additional charges will be filed by the Ross County Prosecutor’s Office.
On April, 13th 2012 the Chillicothe Police Department executed a search warrant at 705 Lincoln Park. During the raid detectives located crack cocaine and the resident, Raymond “Pookie” Simmons, was arrested and charged with Possession of Cocaine.
A second search warrant was served at 386 S. Locust St. During the execution of this search warrant pills and cocaine were found. Robert Rapp was arrested and charged with Aggravated Possession of Drugs. Jeremiah Lewis was found at 386 S. Locust and he was arrested and charged with Possession of Cocaine, Obstructing Official Business, and a warrant from Ross County Juvenile Court.
Detectives also searched the residence of Jeremiah Lewis at 384 Western Ave. and located scales and additional cocaine.
Raymond Simmons is a M/B age 23 with the listed address of 705 Lincoln Park.
Robert Rapp is a M/W age 52 with the listed address of 386 S. Locust St.
Jeremiah Lewis is a M/W age 18 with the listed address of 384 Western Ave.
The Chillicothe Police Department has charged Christopher Blazer with 2 counts of receiving stolen property in connection with vehicles being broken into on the North side of Chillicothe. Blazer has been charged with possessing property that was stolen from a vehicle on Cheyenne Dr. and a vehicle on Delaware Dr. Blazer attended a pre-trial in Chillicothe Municipal Court on April 3, 2012, on unrelated charges, and was found to be in possession of these items when he entered the court house. Chillicothe Municipal Court security found these items on Blazer and contacted the Chillicothe Police Department who then completed the investigation and charged Blazer. He is scheduled to appear in Chillicothe Municipal Court to be arraigned on these charges today.
