Citizen recognized for assisting police

On April 12, 2010 at approximately 8:00PM, Officers from the Chillicothe Police Department were dispatched to 61 N Bridge St reference a subject causing a disturbance at that location. Sgt. Robinson contacted the suspect at the rear of 306 E Water St, directly behind 61 N Bridge St. Sgt. Robinson attempted to place the suspect, Stephen North, under arrest and Mr. North began to struggle with Sgt. Robinson. An altercation ensued during which Mr. North was able to pin Sgt. Robinson to the ground and Mr. North began striking Sgt. Robinson with closed fists to Sgt. Robinson’s head. A witness to this incident, Richard Lowery, came to the aid of Sgt. Robinson and was able to push Mr. North off of Sgt. Robinson. Mr. Lowery also assisted Sgt. Robinson in detaining Mr. North until other Officers from the Chillicothe Police Department arrived to assist with Mr. North’s arrest. Mr. North was charged with felony assault on a police officer.
